The High Court has directed the Goa government and the State Police Administration to restructure the seniority list of Sub-Inspectors recruited in 2002, using the status as of April 1, 2013.
The court has ordered the entire process to be completed within eight weeks.
In 2002, officers joined the Goa Police as Sub-Inspectors through direct recruitment and departmental promotion. When the police administration prepared a seniority list for promotion to the rank of Police Inspector, directly recruited officers raised objections.
Petitioners argued that the administration did not follow the applicable rules when determining seniority, causing them to be bypassed. As a result, eligible officers did not receive timely promotions while some junior officers advanced ahead of them. Affected officers approached the High Court. After hearing arguments from both sides and examining the service rules and relevant legal provisions, the High Court ruled in favour of the petitioners.
The court directed that the seniority list for the 2002 batch of Sub-Inspectors be redrawn in accordance with the rules as of April 1, 2013. The High Court has also ordered that officers found eligible for promotion to Police Inspector under the revised list be given their rightful dues and benefits.
